Concept Note

The Baguio City Smoke-Free Community and City Task Force are conducting Instruction, Education and Communication (IEC) campaigns to increase awareness among the constituents regarding the Ordinance 34 s 2017 (Smoke-Free Baguio Ordinance) and the ill effects of smoking and vaping in the whole City of Baguio.

The main purpose of the Ordinance is to safeguard public health by protecting the people from the harmful effects of smoking, tobacco consumption and vaping and it shall be applied to all residents and visitors in all places within the territorial jurisdiction of Baguio City.

The youth are the target market of the tobacco industry for all for money. According to the Baguio Youth Tobacco Survey (BYTS) 2019, there are 12.3 % current cigarette smokers among 13-15 years old. As young as they are, the Smoke-Free enforcers and advocates want to educate them the danger of smoking and vaping and how it can ruin their health and their future.

In the Smoke-Free Baguio Communication Plan, one of the main target audience of IEC campaigns are the youth. Also, in the Medium Term and Strategic Plan, educating and involving the youth in Smoke-Free activities were identified.

As such, this proposal is prepared to create activities for the young people at the community in the form of a Young Creators’ Contest. The contests will be divided into two categories (individual and group), with two contests in each category. Winners will receive a cash prize and their entries will be used as promotional materials.

The theme will be the role of the youth in the anti-smoking program of Baguio City. Our tagline is “Sigaw ng Kabataan, para yosi ay maiwasan.”

Smoke-Free Baguio City will help the participants by providing resources in Smoke-Free Baguio’s Facebook page (fb.com/smokefreebaguiocity) and Smoke-Free Baguio’s website (www.smokefreebaguio.com) during the contest proper.

  1. Good day! The mechanics say that “each barangay may submit only a maximum of 2 entries.” So, clarification lang po. Barangay po ang magsu-submit, not the individual? At kung barangay po ang magsu-submit ng 2 final entries, paano naman ang submission ng mga individuals sa kanilang barangay? Wala naman po yatang guidelines na binibigay ang mga barangay tungkol dito, kaya konti lang po ang nakakaalam. Tnx
